This means they would have to complete the assessment for substantial completion and the bedding-in period before Nov 16th.....

I've lived in the area for 8 years, and commute through there every day, both ways. I frequently go through there on weekends, too. I have never experienced what you are describing.Every time I’m trying to get through that section in the afternoon, it takes 5 minutes to get to Brentcliffe and another 4-5 to get to Leslie if I’m not making that left turn. That third lane ends at Brentcliffe which forces all the cars to merge. The backlog from the Leslie left turn backs everything up. The 88 still has to go through that mess.
