In the Transit Network Expansion Update going to November 3 TTC Board -
an interesting tidbit of the TTC being proved right when they said the Metrolinx design for the Scarborough Centre bus terminal was too small...

Scarborough Centre: Over the years, this station has always been identified as a focal point in the transit network and would require an adequately sized bus terminal to accommodate the future transit network plan. This requirement has been communicated to Metrolinx since 2019, when the project was uploaded. However, the proposed designs have not met the TTC’s requirements. The TTC has continued to collaborate with Metrolinx and other stakeholders in an effort to achieve an optimized design, from the number of bus bays and layover spots to the design features of the terminal. However, the current station design remains suboptimal for TTC operations.

Guided by projected needs of the future transit network and the TTC’s Service Standards and Design Manual, the TTC requested 17 dedicated bus bays at the new Scarborough Centre Station. This would accommodate customer demand and growth, and would support resilient operations at the new bus terminal. Metrolinx, citing site constraints and the need to deliver new development as part of the project, recommended a design of only 11 bays assigned to the TTC for opening day. This deficiency would result in multiple bus routes sharing a single bay, leading to customer crowding on the bus platforms and slower, less convenient service overall. The limited access in the proposed design will mean more circuitous routing and longer travel times for customers and higher operating costs for the TTC.

Metrolinx has begun modelling bus operations within the terminal, and early results have confirmed the TTC’s initial concerns that the terminal operates over-capacity and results in significant in-terminal service delays. More discussions are scheduled to assess bay reassignment and potential use of other assets (e.g. existing Scarborough Centre bus terminal) to offset capacity constraints.
 
can't wait to walk 10 minutes to a different bus terminal for a transfer because MX skimped out 💀
If that does in fact end up being the solution, couldn't they just add the stc bus loop as a stop. Alternatively they should really add a pedestrian bridge or tunnel from the mall to the subway. At least it would be a slightly more seamless connection.

How fixing the design isn't an option I don't know.

They do in the quote above discuss the possibility of using something at SC ... but not the option of fixing the design! "More discussions are scheduled to assess bay reassignment and potential use of other assets (e.g. existing Scarborough Centre bus terminal) to offset capacity constraints".

I'm surprised that Metrolinx validated TTC. I struggle to see how there's that many routes that will use this station. I'd have thought that many would terminate at Sheppard East station.

This has been discussed multiple times in the past in this thread but based on the current route's the buses will likely terminate like this:

SCARBOROUGH CENTRE:
9 Bellamy
16 McCowan (Potentially just a street-side stop if they run it through to Sheppard West)
38 Highland Creek
43B Kennedy
133 Neilson
134 Progress
406 Scarborough-Guildwood (Just a Wheel-Trans stop in general)
938 Highland Creek Express
996 Wilson Express
900 PULSE (assuming DRT extends it to STC/the Ellesmere BRT is ever built).

SHEPPARD EAST:
16 McCowan
85 Sheppard East
129 McCowan North
130 Middldfield
131 Nugget
132 Milner
169 Huntingwood
985 Sheppard East Express
939 Finch East Express
DRT 920 & 921 (assuming DRT terminates them there instead of continuing to STC as they currently do).

The only routes that seem unclear to me are the 21 Brimley which could realistically serve either station and the intercity and GO routes. Service on the 903 will be ended as it will be replaced by the subway extension. Service on the 904 will likely also be ended as riders could just take the subway to Sheppard East and then take the 85 or 985 to Don Mills.
 
Honestly I dont think that there's a single thing Metrolinx can do properly at this point, asides from operating the GO Bus network.

Let's run through a little list:

-They cant build GO stations without it taking eons and being overbudget,
-They cant plan and keep the construction of rapid transit projects on time and blowing past budgets,
-They cant plan and execute for electrification,
-They cant listen to communities, when more often than not said community ends up being correct,
-They cant listen to transit agencies who know their own requirements better than they

Truthfully, what's the point in having them exist at this point? I'll go on and take a wild guess that that Boroughs Centre bus terminal will be wildly over budget solely because of the ineptitude of Metrolinx.

I completely agree with you.

I think the reason Metrolinx hasn't been dismantled already is because of the sunk cost fallacy (and because Metrolinx has a real Doug Ford-ish vibe).
 
Maybe Ontario should run ML as it was intended.....ie a freestanding agency that sits outside of political influence and has a strong Board with a mandate to speak truth to power. And a properly developed work management organization. And a culture of accountability.

Funny I always thought the intention of ML was ultimately to legitimize transit decisions that had already been decided upon due to political reasons, and to insulate the government from any errors and controversies around the operation of provincial transit.
