The City has found a new building to house the St. Lawrence Library Branch.

The report linked below does not name the address, but @DSCToronto is bound to know it, as there are many clues.

Sounds like the Marty Millionaire building at Queen & Parliament to me - I knew it was for sale but not that TPL might like it. Though it sounds like a good fit re size and facilities, this can hardly replace the Branch on Front Street though, too far from many residents.

It's a bit close to the Parliament branch at Gerrard and does move away from residents along Front and Esplanade but i'd argue the transit connections make Queen/Parliament a very good location for a TPL.

Can't be unless there is a historic building hidden underneath all that muck. In any case, it is more Moss Park than St. Lawrence - but it does cover WDL better than the South Market site.

There is already a development proposal for the SDM site and it is certainly NOT a historic building and, as far as I know, is on grade with no basement.

Agreed - my only concern was that this new District Library was originally going to REPLACE the current branch but I now understand it is not being closed, though it might be relocated somewhere in that area

If Front isn't to be closed and Queen/Parliament is a net new TPL location then I have no issues whatsoever.
 
The Front St library really needs updating though. The ventilation is not good and there's always a stale / body odour smell in the branch.

The TPL have had lots of problems in the current branch with water coming from residential units above. The Report says "TPL currently operates the St. Lawrence Branch on the ground floor of a City owned/Toronto Community Housing Corporation (TCHC) site located at 171 FrontStreet East. The branch is 4,833 square feet in size and is both significantly undersized and has substantial state of good repair issues due to the age and condition of the facility." I suspect they may try to find nother siyte in The Esplanade area and certainly hope they do as the new site @ Parliament & Queen is quite distant for many parts of St Lawrence. Here is a map showing other libraries with this new one with RED arrows. If Front St branch were closed there would be NO TPL branches south of Queen Street between the Don and Bathurst,

Great news! I will also add that there is a new library penciled in for the northwest corner of Cherry St and the new road north of Commissioners so they may be taking that into consideration.

Recommendations​

The President, Toronto Parking Authority recommends that:

1. The Toronto Parking Authority Board of Directors provide authority to the President, Toronto Parking Authority, to award the garage restoration project located at 2 Church Street (Car Park 43) for 2025-CON-CP43-B10 to United Building Restoration Ltd., having submitted the lowest compliant bid and meeting all specifications in conformance with the Construction Tender requirements, in the amount of $3,636,800.00 in base scope, plus $2,044,900.00 in optional items, plus $1,704,510.00 as a contingency allowance, being the sum total of $7,386,210.00 excluding Harmonized Sales Tax (HST).

Summary​

As part of the Toronto Parking Authority’s State of Good Repair (SOGR) strategy to systematically assess and restore each facility, structural repair work is scheduled for the east half of Car Park 43, located at 2 Church Street.

The purpose of this paper is to seek authorization from the Board of Directors, Toronto Parking Authority, to award United Building Restoration Ltd. the contact for the garage restoration project located at 2 Church Street (Car Park 43) - East valued at $3,636,800.00 in base scope, plus $2,044,900.00 in optional items, plus $1,704,510.00 as a contingency allowance, being the sum total of $7,386,210.00 excluding Harmonized Sales Tax (HST).

State of Good Repair (SOGR) work on the west half of Car Park 43 commenced in 2023 and is on track for completion in September 2025. TPA is now preparing to initiate the next phase of rehabilitation on the east side of the facility, addressing key structural and system deficiencies, including concrete restoration, waterproofing, and drainage upgrades.

In March 2025, TPA retained Sense Engineering to develop the detailed repair strategy and manage the procurement and contract administration process. A competitive procurement process was conducted, resulting in seven (7) compliant bids. Following evaluation, United Building Restoration Ltd. is recommended for contract award under 2025-CON-CP43-B10 – Garage Restoration at Car Park 43.

Construction is scheduled to begin in Q3 2025, with anticipated completion by Q4 2027.

Financial Impact​

The amount to award the construction contract for the 2025-CON-CP43-B10 – Garage Restoration at 2 Church Street (Car Park 43) $3,636,800.00 in base scope, plus $2,044,900.00 in optional items, plus $1,704,510.00 as a contingency allowance, being the sum total of $7,386,210.00 excluding Harmonized Sales Tax (HST).

Funding for this work is included in the approved TPA 2025 Capital Budget under TPA909079, CPK463-09, TPA Internal Order 700592.
