Would it be arbitrary? If that's arbitrary, then the three years wait to move from Permanent Resident to Canadian Citizen is too.

Time gives you the opportunity to make connections, understand the local people and situation and make informed actions. Running in a riding that one has stepped into maybe once or twice in their lives—if at all—is the antithesis of local representation. You can't represent what you don't know. I'm quite sure the whole point of ridings in the modern parliamentary system (post-Lords) was so that locals could bring their best forward, to stand as their representative. Not some jackhole with a hubris problem to parachute in because it's convenient.
Seeing as the chances of success of limiting constitutional democratic and mobility rights is probably pretty low, perhaps the solution is leaving democracy to the wisdom of the voters. If they feel they are adequately represented by a parachuted candidate who can't get around the riding without a map but wears a certain team sweater, who are we to argue.

In this case, the voters already had their say last week. Unless the goal is to have unlimited (and expensive) retries as long as someone's willing to step down for you to run in another riding, it's abusing the system. We also don't run a vote every week to make sure the people we elected last week get to keep their seats. By-elections were never meant to be mulligans.

Like him or not, I put more faith in Carney understanding numbers better than Trump. This '200Bn subsidy' thing is aimed at his base and the soundbite-based media, and is easily refutable by anyone who actually understands international trade.
I wouldn't dismiss the possibility of him actually believing that nonsense. His last couple interviews have been batsh*t insane.

Trump and Carney are scheduled to speak at the White House on Tuesday in their first in-person meeting since Canada’s election. The two leaders are expected to discuss the months-long trade war that has fractured their countries’ relationship and seeped their respective economies with uncertainty.

“I guess he wants to make a deal. Everybody does,” the U.S. president told reporters in the Oval Office, where he’s expected to host Carney, who moments later waved to cameras as he boarded a plane from Ottawa to Washington.

Sources tell CTV News that Foreign Affairs Minister Melanie Joly, International Trade and Intergovernmental Affairs Minister Dominic LeBlanc and Minister of Public Safety David McGuinty are also expected to participate in the meeting.

Well, Trump does imagine himself as a contender. The bestest Pope there ever was (in the style of Borgia).

He has said it was a joke but as far as I know the image hasn't been refuted.
 
On his visit to the White House yesterday, Carney brought along with him Ministers Leblanc, Joly, and Mcguinty. So are we to assume all three are keeping their cabinet posts?
I was hoping for a new Foreign Minister personally.

We may still, it’s early days. Joly seems to be improving in the role, IMO. We don’t see public calls for her ouster like in years past. Just for god sakes, keep Freeland away from foreign affairs, trade or anything USA related.

...you almost seem to share the same opinion with Trump on that. Perhaps that's a good reason to put her into those positions? Non?
