Simple, at the end of your TFW permit, you can apply for PR at the Canadian embassy BUT in your country of origin. We should be focusing on investor and skilled immigrants who can drive up wages and employment, not depress them.
I want to just note that the colloquial "TFW" encompasses many work permit categories/subcategories, not just the TFWP Temporary Foreign Worker Program that requires a neutral or positive Labour Market Impact Assessment, but also the larger IMP International Mobility Program work permits that do NOT require an LMIA. Both the TFWP and IMP are rife with abuse.
But the IMP is a very broad umbrella. Everything outside of TFWP and IMP would be people exempted from needing a(nother) permit to work, e.g. study permit.
The IMP includes PGWP / Post Graduate Work Permits, IEC Working Holiday, spousal open work permit, bridging open work permit (waiting on PR application decision) and much much more.
