I believe there were plans for an HOA at some point but the city decided against it.
The residents I spoke with hated the idea of an HOA, so maybe that's why it didn't happen. They did recently form a community association, but can't form an actual community league yet; the federation of community leagues has a requirement that neighbourhoods have at least 5,000 residents before getting a CL.

Thank god they hated the idea of an HOA. They're probably the most abject institution I can think of, at least when it comes to these kinds of matters.
 
How many neighbourhoods in Edmonton even have an HOA? I think Summerside does, any others? Overall it feels like a very American concept through and through.
Just did a search on google maps for HOAs and looks like Summerside, Orchards, Chappelle gardens, and Windermere at least in the south have HOAs with annual fees and rules. Also Jensen Lakes in St. Albert.

Not to distract from blatchford but there’s lots, Terwillegar towne, Magrath, many new neighborhoods that have any sort of special street signs, lamp posts, boulevard plantings or unique amenities are going to have an hoa to pay for them as the city will not.

For those that thought central garbage collection was a pipe dream and were happy to see it deleted, it’s looking more and more like this was in fact viable financially as well as environmentally.
