I believe these rules elsewhere were mainly in response to very unaffordable and limited housing.

The situation here seems quite different, but sometimes governments are like lemmings and mindlessly just jump on whatever is the current fashionable bandwagon.

Its easy for them to make up new rules and they are not the ones that have to deal with the hassle and problems they create.
The housing market in Edmonton is still quite strong, and banning STRs outright (which would maximize conversions to LTRs or sales) would create appx. 1228 housing units. That's a drop in the bucket compared to the scale of new unit creation that we see happen organically in a healthy economy. I'm interested in seeing how this plays out, and from what I've heard, Admin is not going to support the notion of mandating the property owner be on-site for STRs.

Would restrictions on short term rentals only apply to the core? I know there are some elsewhere in the City that companies will often rent out if they have a crew/team in town which could be affected if not.

No, the proposed restrictions are city-wide. Admin is also putting forward alternative proposals to council which do not limit whole-home rentals.

Downtown Edmonton hosts thousands of post-secondary students who bring energy, ambition and opportunity to the city’s core. To support their success and downtown revitalization, we’re launching a program that aims to kick-start student housing developments in the heart of the city.

The $15-million Downtown Student Housing Incentive will support successful applicants with the construction costs for housing built to meet student needs. Pending approval from Edmonton City Council, projects can receive up to $30,000 in capital costs per unit of student housing.

This program is part of the Housing Accelerator Fund Action Plan, which supports the creation of housing that the market will not provide on its own, including multi-unit and non-market affordable housing.

Mid-Aug-Sept 30 for initial intake.

Objectives​

A growing number of students are attending post-secondary institutions that have expanded in downtown Edmonton. More dedicated housing for students in this area can help address affordability concerns and provide better access to classrooms, transit, businesses and amenities in the core.

New residential units can also help strengthen the downtown community, boost economic activity and reduce the amount of underdeveloped or vacant land.

This program will prioritize proposals for:

  • New buildings
  • Developments on infill-ready sites
  • Projects in the Warehouse Park area

 
What's great is that the Downtown Student Housing Incentive came from the HAF top up funding, rather than the original $175 million. Here's hoping we get more stuff like this for downtown in the future. We're already getting this incentive, the CRL Attainable Housing incentive and the Ice District Phase 2 housing incentive which is pretty significant.

^ I believe there is a thread for Phipps McKinnon Building now called Connect Centre where some portion of the building is being converted to residential including the placement of some exterior balconies in aid thereof.
