Would adding a third lower under at Union Station be viable, or would it be prohibitively expensive compared to adding a new level below the concourses?
Adding another lower level just to add more retail would not many any financial sense. The only reason to go further down is to allow for additional rail/passenger capacity.

If you just want to add retail space at Union, I imagine it would be much cheaper to put retail in the current Metrolinx office space on the second and third floors aboveground, on either side of the Great Hall. You'd have to work out a way to get people up there though.

What would you do to entice people to go down another level when there isn’t any transit connections down there? The whole reason the current lowest level has a lot of foot traffic is because that level:

1. Acts as the bridge between the TTC and GO
2. Is the blue route to the arena
3. Has the market and food court

Another level below the current one wouldn’t have any of those foot traffic generators to bring people down there.

The tender window hasn't even closed yet; that's tomorrow.

Award will follow thereafter, and mobilization will follow that.

So mid-April at earliest. Hopefully by May.

Why would you break work like this into two separate tenders? Same location, same barriers, same granite.......
I THINK because only west side needs the waterproofing. (Or they wanted to have two smaller contracts so the cost looked more 'reasonable'??)

You've followed this project more closely than I, so I defer to your instinct.....but it really doesn't make sense to me. The City sometimes puts far too many things in one contract......but this seems like one project with 2 processes w/o need for same.

In November the city said the work 'had begun' and would be broken out into 3 phases.

Phase 1:Water-proofing to make sure that the work that’s happening in the street doesn’t negatively impact the station.

Phase 2: Installation of “anti-terror concrete blocks.” The blocks are crash-rated and are meant to withstand an impact and so the term ‘anti-terror’ is what’s used.

Phase 3: Bollards to be installed all along Front Street West in front of Union Station and at parts of York and Bay streets.

I'm not 100% clear why they need phase 2 as that seems like a temp solution. I guess it is because they need to remove the existing jersey barriers to do phase 1 waterproofing so between that and the actual bollards being installed, they are dropping in some concrete blocks???

Now that the election is over I’m ready to continue mapping out Union! I’ve looked everywhere I can but I haven’t been able to find blueprints of the:

York West Teamway
SFC/Delta Hotel PATH levels

If anyone knows where I could find these please let me know!
