The obvious dumb question is whether they could have closed Pape and used cut and cover in the old in-street location?
(or is the former dewatering requirement because of a stream or something in-street and not under the east properties?)
 
According to Metrolinx, 2025 is the year of the dig and the TBM are supposed to be launched this year.
We know that the TBMs are already on route from Germany and will arrive some time in the next few months.

How long will it take to set up and launch the TBM after arriving at the launch site, based on what has happened for other projects?
 
Maybe they were prescient enough to include ballast hopper cars for the GO quad-tracking because it's an 'under construction' rendering. :)
Those look like covered hoppers in the rendering, not ballast cars. :)
There usually is a string of ballast cars parked next to the mainline on the approach to Union (from the east), with a railcar mover that is owned by GO (rather than a freight locomotive), so I wonder if they are usually moved along the LE corridor overnight, between downtown & Scarborough or even Oshawa (where CN L546 originates).

We did, but you know we always get bought out by Americans who then go and screw up the company and shut things down:

 

The gist is thus, they've managed to make the riverbanks unstable, and its compromising the construction site, so now, they're 'closing the river'. That's not the big deal (the inconvenience); its that they're deploying a coffer dam which means, they will be drying out the river for a significant section and piping it around the work area then back into the river bed.
It appears they are placing bags for the coffer dam just north of the West Don Crossing Bridge site.
