ML is padding the schedule here not because of incompetence, but because of limited funding. the OL is getting built at maximum pace. This one Metrolinx is doling out slower as it's a fairly simple project and lower on the priority list. It was always scheduled to finish behind the OL and Scarborough.
 
I find it odd how they rapidly sprinted to complete the tunnelling and guideway but are taking their sweet time to sign the stations contract (which is the most time consuming part).

I think all 3 projects are expected to be completed around the same time in the 2030-31 timeframe. Though it does seem like the ECWE is most likely to finish in time for the deadline. With only the second tunnel contract and the Stations, Rails, and Systems contract left to execute.

Scarborough Line 2 extension is definitely delayed as the TBM was stuck for god knows however long. Not to mention the problem also probably increased the cost by a few hundred million.

OL hasn't even started tunnelling yet though to your point it has the most funding and the most focus to complete. It will most likely complete by 2031 but it does seem like a tight timeline.

It's planned so that when SRS is out of the development phase, the advance contracts are completed and can be handed over.
 
That still doesn't sound like six years' worth of work for a mid-sized transit project like this, though.
I think that like the Line 2 extension, it's a padded timeline that is meant to account for ML's consistent inability to deliver projects without major delays.
Except that they haven't even announced who will be building the stations and outfitting the tunnels. Other than the tunnels and the elevated viaduct, there has been zero mobilization on the project.

It may not necessarily be 6 years of work to finish the project to the point of revenue service, but if we're a year away from the construction starting all of a sudden the timelines don't look so out.

That would make sense to me, because the project seems like the least complex of the major rapid transit toronto projects metrolinx is funding.
 
I think the advanced tunnelling contract has reached substantial completion a little bit ago.
Yes. I think there's a couple of things you can chalk that up to. Gotta have some float before SRS in case the tunnel went behind schedule (see ATSSE, I think this is the big cause), the Elevated Guideway team also needs to interface with the tunnel portal so it's easier to have that completed for handoffs as well.

They probably could have moved up all 3 of the other contracts but likely gave the first tunnel a lot of breathing room for delay.

You'll also notice that some works for the stations are being done ahead of time. Tree removals happened in the spring and more work should be happening soon.

Maybe? It wouldn't be unheard of that project timelines were stretched out due to funding constraints.

But it may also be that Metrolinx is just having trouble getting responses, or deciding which of the tenders to choose. There have been multiple projects that have been "delayed" because the winning proponent wasn't announced / released until far later than they had originally intended to.

I believe 3 consortiums had provided their bids for the SRS contract and I would argue that Metrolinx has already selected the winning bid but per the IO website they will only announce it at financial close (not sure when that is):

Bids were closed in May 2025 so we're 2 months into the selection timeline.

What leads you to believe that MX has already selected the winning bid?

If bids were closed in May then they would have a fairly good understanding already of what the merits of each of the bids are. They probably won't announce the winning bidder for a few more months but will probably be working on negotiating final numbers and finalizing the contract with the winner bidder already.

Also, the news article from IO stated that they will be selecting a team in summer 2025.
