The works pictured are a terraced hill with a cafe in the hill. The boarded up parts will be a window. There's a lookout on the roof.

I get where you're coming from aesthetically but legally, how are you proposing the City compel an adjacent owner to take action if their construction schedule or heck, entire project viability, is completely unknown now?I made a stop by CIBC square and found a disappointing realization. While the new development is building their side of the laneway, the Dominion Building doesn’t appear to be doing anything, growing unlikely by the day considering how close this is to opening.

We’re going to have a split lane of beautiful interlocking stones on one side and potholed asphalt on the other.
The Dominion Public Building's side of the lane was never going to be fixed up until the project to convert/add to that building is finished. I suspect the laneway remain totally closed until this happens - and I think 100% certain the lane will need to be closed for safety/construction reasons during construction. Just as CIBC needed to close the DPB side during its construction, the DSB will need to close the CIBC side during theirs. For the total cost of building CIBC Square, I would have thought adding pavers all the way to the DPB to complete the lane would have been de minimis. The DPB side of the laneway does not belong to CIBC, it belongs to DBS and the building currently has a loading dock opening onto it - currently inaccessible but when the fencing comes down they may well re-open it - if they ever get new tenants.For the total cost of building CIBC Square, I would have thought adding pavers all the way to the DPB to complete the lane would have been de minimis.
