Having a closer look, CIBC's side of the lane is elevated by a couple of feet elevating to 4 feet. It'll likely have a railing so it'll be fairly straightforward to keep it separate while a road is maintained on the Dominion Public Building's side awaiting construction of that project, whenever or if ever that happens. Hopefully the activation of the CIBC side and the amount of traffic it'll see will motivate the other side to get going.

suspect the laneway remain totally closed until this happens - and I think 100% certain the lane will need to be closed for safety/construction reasons during construction. Just as CIBC needed to close the DPB side during its construction, the DSB will need to close the CIBC side during theirs.
I have a hard time believing that. CIBC SQUARE is private. They can't be compelled to close their property for another private developer to build theirs. At best, one would have to pay the other to rent the space but that is less likely when it's already an active public space unlike an underused laneway. The Dominion Public Building was too slow to get their development cued up for simultaneous construction with CIBC SQUARE so now they'e going to have to make do with building with the available space they own.

I did not say that CIBC will not do 'something' to tidy up their site once building is finished but I doubt they will do much as it will all be temporary as the whole area will again be needed for construction activities when the DPB re-build starts - as it eventually will. The property line is along the line of the 'lane' with about 75% being in the CIBC lot and 25% in the DPB lot. Despite your assertion that the DPB folk will need to 'make do with their own space' when they want to start building, I have no doubt the two property owners have all kinds of legal agreements about CIBC occupying the DPB land (and paying $$$ for it) while building and DPB being allowed to occupy CIBC land (and paying $$$) while they build and I understand that the CIBC parking garage will also serve the new DPB building and has a knock-out panel (or panels) in the basement to allow, at least, people to walk underground between the two buildings - once the new DPB gets a basement - there are no plans for parking (or much parking) in DPB. There are renderings of the final version of the laneway in this thread and in the DPB thread and the two owners seem to be in agreement that the final version will be a jointly managed space.

The DBS side of the laneway does not belong to CIBC, it belongs to DBS and the building currently has a loading dock opening onto it - currently inaccessible but when the fencing comes down they may well re-open it - if they ever get new tenants.
I understand that the DPB laneway is not owned by the Hines, was just hoping they could have worked together with DPB owners. Hopefully, they will at least give it a fresh coat of pavement 🥴

Dominion Public is owned by the Development Bank of Singapore? That trade must have slipped my mind...

Great! I imagine that the revision of 11Front W will be a single tower rather than the bizarre two towers proposed now. 110 s should do it.
Yeah, that should be one tower. No limits on the height, this is Yonge Street, the peak of Toronto's skyscraper mountain.

There you go, they have almost 8 metres for drop-offs and with staging possibly on the roof of the western half of the existing heritage building — though I can see Front Street being used for drop offs instead. CIBC SQUARE is in fact building a finished public realm right now, they're not waiting for the DPB development.

I went over and could see that it'll be a ramp up from Bay Street with stairs on the Yonge Street side and with terraced steps along the edge facing the Dominion Public Building, which can remain asphalt without affecting the public space on the CIBC side.

I do hope there's some effort from the Dominion Public Building to make their side nice, even temporarily. Their construction isn't anywhere near imminent so simple paving and potted plants will do the trick and last until they're ready to build.
