Does CIBC own this space or is it co-owned with the Dominion Building or is it city owned? Seems like the Dominion building will have its back to the alley until it gets developed itself.

There is LOTS of talk of the "alley" further back in this thread. It is shared between CIBC Building and Dominion Public Building

Will this be Scotiabank's new headquarters, or are they just the anchor tenant? I wasn't on this forum or paying much attention to Toronto projects back when this was first announced and being fleshed out.

NO. No mention of scotia.
CIBC is leasing a bunch of lower floors in this tower (phase 2) as well as the existing tower (phase 1).
 
I thought Bay Adelaide North was Scotiabank's new headquarters?

Google's AI says CIBC is taking 43% of phase 2, but doesn't actually give the source for that precise number.
