No points for guessing why..................but in case you haven't had enough coffee to start your day, I'll make it obvious w/this close-up:
So......that used to be an intact tree root from the tree in the concrete planter adjacent. Looking at the thickness, they ripped off a good chunk of it. If you're going to do that, you might as well remove the tree, that's pretty damaging. It may survive, but it's certainly in jeopardy now. Besides, those concrete boxes are an awful way to have planted here, this would have been a good chance to correct that, and place them in the ground.
