Looks like they hired the wrong soil engineersDuring today's metrolinx board of directors meeting, starting at the 34:20 mark, we finally get the first public mention (hint?) of a problem with the TBM due to soil conditions.

The question now becomes, who hired the better lawyers.
This is where the myth of having negotiated a "fixed price, contractor takes all the risk" contract breaks down.

I know little about the topic of soil engineering but there's a non-zero chance this plays a role in whatever complication is being investigated.

Yes, which only makes the TBM (and stations) deeper, and increases the soil being removed. And increases the odds of hitting a large erratic.I'm not clear what design choices he's referring to. The graphic he included seems to suggest one of his topics is the single bore TDM.
