Happy to see this condition included. This ensures that whomever buys this lot can't just sit on it for years, which is the last thing this area needs
It’s too bad the same criteria didn’t/doesn’t apply to the vendor…
 
I was going to ask "is it only now that these lands are being marketed?"
Maybe not15+ years but I would think at least 10-12… The Quarters Redevelopment Plan was first approved in 2009.

10134 96 Street just listed for $395,000. Seems reasonable.

Anyone know who that is? Why are they so cryptic about it?

No idea, if they're talking about recent owners - it could be Gene Dub. I know he owns/owned quite a bit of the land just north of this property.
