How much sun would the park lose if there are two towers built on that Jasper Ave side?
Perhaps, but a part of the problem is Jasper Ave is a very busy street and the core part especially is not as desirable for residential development. With the exception of an office conversion, residential development in this area so far has not been facing Jasper Ave.I have a feeling that the success of The Parks and the O'Daymin Park will end up changing this for the better. The reason why these have been sitting empty is probably the owner holding on to it waiting for the lots to appreciate, which will likely happen. I don't know if we'll see something at the scale of The Parks there, but I could certainly see some towers getting in there.

If it makes you feel any better - or simply to know misery both loves and has company - we're at barely over 50% of our book cost...Really looking forward to this being completed. Fingers crossed it bumps rent prices a small bit for the area and makes my place a bit more desirable to buyers next spring.

Ultimately isn't it up to the owner of the land what to build (or not build) here? I am not sure the city can force anyone to build a high rise here, its been a parking lot for decades so the city really seems to have very little leverage.Go big or go home. The City needs to recover some of park's capital cost and a small development wouldn't generate enough tax revenue on the City's investment. One can only hope that shading (present and future) was including in the scope of the City's RFP (it probably was).
The land owner has the right to build something that complies with the regulatory framework for the property. The City though wouldn't give the property owner a development permit if the application was for a single family house for example. A single family home wouldn't represent the land use assignment for the property and the City would reject the application. But yes, the City does not have the legal authority to force somebody to build something but there are some discussions as being reported about using property tax bylaws to encourage development. The City could also invoke the Expropriation Act to gain ownership of the land as what happened to the land that Warehouse Park currently occupies.Ultimately isn't it up to the owner of the land what to build (or not build) here? The park fronting onto Jasper would have absolutely been nice. Beaver Hills is right there though so any opponents to that conversation had ammunition to immediately shut it down.IMO, some of the Jasper Ave fronting land should have been expropriated to provide direct access to the park and additional park space. but once again our city took the cheap and easy route, so at this point I really doubt that will happen.
We will just have to live with the consequences of the shortsightedness and hope economic conditions will eventually lead to a nice development. However that doesn't seemed to have happened so far in the last 30 years, so I really wouldn't hold my breath now.
