As frustrating as this is, I wouldn't worry. From my research and talks with other people, these processes often take months. Everything happening right now was outlined in the latest KSV documents for our project.Few weeks ago I emailed KSV as well regarding the deposit return they didn't give me any details which you mentioned and said they don't have anything to do with it and asked me to contact with Trisura or MNP.
Do you think there is a trust issue between the lawyers and KSV or some legality issue? Or KSV didn't receive large number of APS? Or there is still doubts of completion of the project (which I have)?
From what I understand, MNP are handling the process now. In batches, they are requesting $20k for each unit from Tarion, then topping up the rest of the refund amount through Trisura's insurance policy. MNP seem to be the middlemen who are dealing with both Trisura and Tarion to calculate how much to pull from each party, before they finalize the amount to send to us. I wish it was a lot quicker, but I wouldn't stress about anything nefarious happening. Just typical bureaucratic bs.
