They are replacing the top construction walls (I'm sure not the right name). They are lowering ones with large print and raising ones with smaller print.

Looks to me as though they are removing the top few meters of the metal piles and will then waterproof the wall. It is usually done towards the end of construction and can lead to sidewalk/road construction but is also harder to do this work in winter so this may just be them 'getting it out of the way' before winter. I would doubt that they will build the extension of Harbour Street for a while yet, certainly not actually open it.
