Similar to vancouvers Granville island and toronto's distillery district is what's needed, and I'd argue, we need the space connected to rapid and street level transit in its own ROW to accommodate and boost the long term viability as a destination.One key thing also is to provide affordable retail space so that you don't price everyone out of the area like they have been doing across Toronto, hence why so many streets have for lease signs now. Just like they give affordable housing they should do the same for small business owners wanting to open a cafe etc. A wide variety of retail as well, not just the same old thing. Look at the Well I rarley see people buying anything from those stores.
Pedestrianize it significantly and torontonians will flock to it for decades to come, businesses will thrive without a doubt, and local residents will adapt to car free lifestyle.
in or near the downtown core, I struggle to think of a single pedestrianized zone that isn’t filled with ppl and activities, which is what the city should be aiming for. The ROI will be unquestionable.
