Typical Canadian indifference. You should be outraged that your tax dollars are being used by Waterfront Toronto. Their administration keeps giving themselves raises and bonuses while projects are always delayed and scaled back. They should be held accountable.
In my opinion WT have generally done a fantastic job with the funds they have been given. Should the QQE LRT already be there, yes, of course, but the (shameful) delay in 'transit first' is because the three levels of government have only now made the funds available. That said, WT now needs to be FAR more assertive and start pressing the TTC to get on with their section of it.
 
…also keep in mind that most of the residential components here will likely be done with private money and not tax dollars as it seems to be indicated. Unless this is a huge housing project to which I am unaware of…not that would be bad thing if that where the case.

Calling all developers: Toronto’s new island needs housing
Waterfront Toronto has released a request for quotes to build roughly 14,000 new homes on Ookwemin Minising

Official WT RFQ:
So the RFQ page says - "Waterfront Toronto... invites all qualified firms to provide a Submission in response to a Request for Qualifications to deliver the first residential units on Ookwemin Minising. Block A presents an outstanding opportunity to showcase excellence in Canadian urban development and to expedite rental housing delivery on this emerging island neighbourhood. This 0.69-hectare site will be zoned and development-ready..."

And the Ookwemin Minising plan from the City labels the Blocks using numbers... could Block A be Block 16?

Peronsally, I think it's 2a (and maybe 2b) but based on the size, you may be correct.
