When laying blame here it is important to consider the “Pape Tunnel and Underground Stations” contract was awarded nearly 16 months later than the “Southern Civil, Stations and Tunnel” contract. I couldn’t say why but it seems an obvious oversight.
As the Pape tunnels are ~3.3 km long (with 2 station boxes to traverse) and the downtown tunnels ~6.0km long (with 6 station boxes to traverse), it's possible to delay the start of Pape but have them complete at about the same time. Unless one of the projects hits an unforeseen major problem, of course.
 
Some small wins. Walked under the Dundas GO/OL Bridge today. Workers were back there in force and said they have a loooooong way to go. The small win at this bridge though:

Latest tower construction on thorncliffe flemington Bridge (what is the official name of this bridge, does anyone know?). Concrete is starting to be poured up the tower

Bet that Doug Ford has dibs on naming rights on the Line 3 Maintenance and Storage Facility at Thorncliffe Park Station. After all, former Mayor David Miller has naming rights to the Leslie Barns and Maintenance and Storage Facility for streetcars (see https://secure.toronto.ca/council/agenda-item.do?item=2025.TTC9.10 ),
