Utilities work had been performed on the sidewalk and curb lanes up until that point. Shutting down Queen St. in May 2023 turned out to be unnecessary. Could have easily remained open another year, maybe longer.
Maybe yes, maybe no.

How much longer would work that they did at that time take if they had more limited road and site access?

I don't know the answer to that question, but I do know that they have to factor it in to the schedule.

Riding the Lakeshore East Go Train, it's amazing to see how much construction is taking place - there is continuous Ontario Line construction happening from about Gerrard Street to the portal at the Distillery District.

I was surprised to see that they are starting work east of Pape now, on the north side for a quite a distance towards .... Jones?. Presumably as part of the ONxpress work that's not for Ontario Line. And then there's the earlier advanced works contract from Coxwell to east of Woodbine that was part of the early works, where there are still finishing touches.
 
Couple GO train shots from out east today, good perspective of how crazy wide this corridor is.
It is quite amazing. At that particular location there's also going to be the platform(s?) for Riverdale/Leslieville station too. Just looking at the progress on this above-ground segment, it's hard to think it would not open until the 2030s ... but obviously a lot of work needed to do elsewhere.

The tunnels and the elevated sections are going to take the longest to build the shared corridor segment is the easiest part to build out.
