Well, I'll give my commentary.
Imagine the people running the project, do testing on the line, running empty trains along it for 2 and a half years, to verify that everything is perfect, and nothing wrong will happen when the line opens.
Imagine the line finally opens, and within the first few months numerous problems occur. Collisions, a derailment, a mix of human error and system error.
Imagine each problem is fixed as it happens. Now and then, shuttle buses run in place of the trains for a few hours.
If it's serious, they may halt the line for a day. But it's not permenant, they don't give up and shut down the line unnecessarily for an extended period.
Just like they do on all the other lines. Life goes on.
And then we may look back and wonder if the 2 and half years of testing was ever needed.
I agree with your commentary however the testing is being done so that absolutely no issues occur when the line opens. I believe that the last 2 and a half years of testing were not done to make the line fully safe and reliable, but to avoid accountability. If the line were to open and have issues like you said then there would be a public inquiry and that would expose the incompetence going on in Metrolinx and would call for a change in leadership. This way, they can test the line forever and no public inquiry will ever happen. The line will eventually open and operate with zero issues for a couple of years and this whole story will blow over and there will be no accountability or inquiries.

Thanks for your response. I do think the long, long, opening process was mostly dictated by things like insurance contracts. I hope the government realizes how wrong this is, and takes steps to reform, and not make the same mistakes in future projects.
 
Still nothing running as of 4 pm today
So either the minister
1) straight up lied to make the situation seem better
2) was fed incorrect information from MX and testing is actually not supposed to start for another few days
3) just doesn't know how to communicate properly without obfuscating for obscuring details til they become meaningless
