They’re working on the remaining corner of the plaza on Bay. It makes sense now why they left it for last, they had to remove the ramp that led into the tunnel and teamway.

Happened to find the bridge connecting CIBC Square to Union Station is open today. The escalators are out of service but you can take the elevators.
There are some interesting way-finding choices. At the Union end there's no visible signage walking along the bridge:
But then it's visible as you round the corner...
There's also a narrow window looking down between the train shed and the bridge, to street level:
