You are forgetting this went all through before the lockdown. And nobody then was even remotely predicting that the work-from-home movement would become a thing because of that...

...so to answer your question, yes..they did when the design and massing of the towers where being all hatched out. And the agreements to do so where all written in with ink and sealed. Do they need it now? That depends...but this development's ship has long set sailed since. /shrug
