I thought no building in this part of the city could exceed 157 meters, giving us a table top skyline in the area.
how come this one is 165 meters?
Although most existing buildings in the Entertainment District do not exceed 157 metres, the city has more or less stopped enforcing this height limit, with buildings such as 19 Duncan and Forma exceeding the limit substantially. By exceeding 157 metres, those projects may have enabled Plaza to submit an application for a height increase, which was granted last fall:

The unit count also increased from 612 to 630 and the 49th floor contains habitable residential space for the penthouse suites.

So does this mean the 157m limit is fully dead now, can any new building be approved over 157m straight away?
We could have avoided the table top skyline in the area if done 5 years earlier, i guess better late than never..
 
This and the shorter Forma tower may be the last 2 towers under construction in the Entertainment District for the next little while (say 3 years). Given the slow market, I doubt we'll see the other proposals breaking ground anytime soon. At least both of them will rise above the table top.
