If more people are going to other parts of Canada or Europe rather than the US now, it probably makes sense to go through YYZ which has better connections. Clearly WS focusing on its YYC Hub in Canada!!
Meanwhile (AC) Air Canada YEG - YYZ up todaily flights throughout the week for the most part- (with few minor cuts on weekends). WestJet is ceding this route to AC.
