If projects can actually be approved and shovel ready in one year that would be huge

 
He probably wants this solved before his investment conference in September. I know that's not what it is but that's kind of what it is.
 
I'm not sure fighters are exactly what it would be used for. Or at least in the way presented in the article.

But something like prompt launch, orbital launch services, which are likely to cost maybe 10x more than a competitive bid with foreign players. Basically procurement of services to maintain availability of domestic provision.

Maybe for fighters it would be to justify, lets say, procuring front line fighters as Canada's lead in trainer, demonstration aircraft. Stuff that in no way justifies such a capable and expensive airframe, except as part of a continuing volume purchase.

I kinda got the sense that they meant critical infrastructure ie roads, ports, and military housing. But not sure how the DIA would play into that process other than financing to boost our defense spending numbers
 
There are a few angles they could go with this. Modular military housing is something I can think of off the top of my head. That modular home company ATCO bought seems like something that they could use this for.

Because I don't know better... Is the issue now that if the military buys something they have to go through a certain process or risk being sued by someone who could've supplied that thing but wasn't able to bid?
