Yeah, that looks ripe for a massive banner with World Cup branding on it.
A week later and it still looks like that, as well as the BMO Field lettering on video screen sign next to the food building. I have a feeling they're staying like this because if a banner were to go over top, then why would this first cover-up be necessary?
 
i think they opted out of the wrapping to reduce the complexity of wind effect in structural design, which in turn reduce cost and speed up construction timeline. It's not like they struggle to sell out match tickets and need to go extra miles to attract supporters.
