...that's a little cozier! Students won't be needing to be bringing heavier blankets now!
 
Perhaps they painted the brick to colour match. It's more likely it was painted for another reason. It was in rough shape with some sloppy tuckpointing and concrete parging. Patching and sealing the brick with paint is cheaper than rebuilding the facade , Rebuilding could be disassembly trashing most of the deteriorated outer layer and using the inner layer or new replacement brick. The current facade is barely heritage perservation. Rebuilding from the ground up is full on re-creation.
 
They could have just sandblasted the brick and stabilized the mortar, and left it at that. The imperfections and texture would provide character in a city that desperately needs it.
