Two subway stops within a short walk.
TRCA's service area is huge, including large amounts of rural areas - their operations are always going to be quite car-based by the nature of their mandate. They service watersheds as far out as Dufferin County..The presence of those stations doesn't necessarily mean most people will traffic them en route to this building.
At risk of beating a dead horse, I am struggling here with the land use decision to put a brand new, standalone HQ in a place that most workers and visitors will drive a single occupancy vehicle to...
I feel similarly here as I do about Toronto's obsession with "showpiece" community centres -- as with those, there is no reason that this couldn't be more centrally located on a major node, with housing or other uses atop.

While many TRCA staff who service outlying areas are not based out of HQ, some are, certainly.
But beyond that, there are political optics to be seen to be central to all the region's contributing to the TRCA's budget. Toronto, York, Peel and Durham.
There was another consideration here, which is placing it on an existing TRCA land holding.
Certainly the case could be made that it should be been just a bit closer to a subway station/major transit corridor. But without a land swap and/or the added cost of acquisition, the options weren't unlimited.
Also important to note is that this location was convenient to many staff who would not have appreciated a move that lengthened their commute.

Giving it some thought, I can see a York U parcel that would reduce the distance between the nearest station and the HQ from ~800M to ~550M and put it closer to Keele.
They could, in theory, have swapped the existing site to York, though financially that trade would be very favourable to the TRCA:
