It almost seems keeping the remaining buildings intact while buliding around and on top of them, as opposed to stripping them back to the heritage walls as I've seen with many other projects of this nature.

I not a builder and don't have any insights, but you'd think that can't be cheap or cost efficient...

No, I believe these will be stripped to their facades as I recall the architectural plans showing new underground parking areas that don't exist today.
