I believe the policy you're referring to was for large scale commercial development. That very much did fail in the Toronto suburban centres--companies preferred to locate in the 905 or downtown.

Gorgeous play of shadow and depth! It's a shame the original colour scheme was greatly reduced here, but so far this looks incredible.

Another one that would have benefitted from coordinating with the window manufacturer to have the panels pre-installed into the precast elements
