If you hire good people, they generally take having a clean and safe site that is delivered to the tender docs very seriously. Someone was asleep at the switch here.

It was unfortunately delivered to the tender docs. The problem isn't in the construction crews, it's in what the City approved.

Surprisingly the pedestrian clearway runs right through the hydrant.. Maybe the City missed it somehow?
