But I agree with you, it’s not like Chicago level winds so it shouldn’t be too big of an issue to build a thinner tower here and there

When I go to Chicago it’s always windy (at least by the lake) maybe my brain was tricking me into thinking it’s windier than it actually is lolThe size of the condos units don't really have anything to do with thin piece of land the building is set to built on . Also Chicago isn't called "The Windy City" because it's known for wind. It's called "The Windy City " because back in the day local politicians were long winded with their speeches and "full of wind" sort of say.

I assume that the restaurant will be open to the public: it will be at the north end of the podium.
The PATH is certainly a public feature, of course, and it will run down the east side of the second level, overlooking the sheltered driveway between this phase and Phase One. (At its south end, it is eventually meant to bridge over Downes Street to the Pinnacle One Yonge south block of buildings, to be built sometime in the future.)
The PATH connections to downtown and projects to the east will be via the third phase. At the north end of Phase Two (this Sky Tower phase), the PATH will bridge over the open grade-level walkway below between and it and Phase three.
From that point at the southwest corner of Phase Three, there will be a PATH hall that will run directly east to over Freeland Street to connect with the Sugar Wharf Phase Two buildings. (This PATH hall's south side will be the north wall of One Yonge's Phase One (The Prestige) that's already been built.)
There will also be a PATH hall that will head north, and soon be bridging over Lake Shore, and then making a 90° turn to the west to continue over Yonge Street and connect into a new PATH hall to be built over the CIBC SQUARE South Tower underground garage ramp, heading towards the PATH hall that allows access to the Union GO Bus Terminal... ...and there you are, connected to the whole network.
It's going to be quite the wait for that connection to be made: we need Pinnacle One Yonge to go into sales and then be built and completed for it to happen!

Not sure what's happening now - but drawings from the last SPA submission in March '24 don't show the PATH going through the 2nd level now. There is a dashed line showing a "Future Bridge PATH Connection" at the north to the Phase 3 tower. I suppose all those rooms down the eastern side of the building could be a short-term layout too.
