But are they able to just indefinitely leave the public right of way closed on Markham Street while they work through financial issues? I would think the City has some authority there.

^I know nothing about development financing but I do wonder about one feature: This complex is adding new residential tenants each month so I assume that the income from that is growing?

Is it really stalling? A lot of projects take a long time to actually complete even tho the buildings themselves are mostly done. A lot of projects take another year or two to fully complete after they top out.

The view from the west always makes Mirvish village look quite short

This has indeed stalled repeatedly, and there are ongoing issues. A number of the retail tenants along Markham are now very upset with WB.
