Heyoo, that Google review is me, I got that info from a bunch of local online Chinese news anchors, and the news all originated from locals and people who bought the condos earlier but got refunded without interest. Pacific mall also earlier released a document about how the project was delayed continuously. Pmall also sent out letters to store owners about how the developers abandoned the plan to construct the mall and applied for changing the land use, adding both Pmall and the other building next door to residential zoning, that they planned to construct high rise bulidings.

Looks like a big disaster, who knows how long it'll take to unravel all the issues and go through the inevitable lawsuits (possibly already underway!).

I wonder if the site will be sold off in the end...

From the Cover Letter:
The proposal is for a mixed-use development containing 8 mixed-use buildings with 12 residential towers ranging in height from 25 stories to 50 stories (along with mid-rise buildings of up to 15 stories) and podiums ranging in height from 1 to 5 stories and approximately 5,500 dwelling units. The Milliken TOC development will also include underground parking with the total number of spaces to be determined at a later stage. The site also contains a 1.97 ha (4.88 ac) park, centrally located within the block. The Milliken TOC development is serviced by a main roadway traversing through the site that connects to both Kennedy Road to the northwest and Steeles Avene to the south (24.5m width). It traverses through both the subject lands and the adjacent Pacific Mall property. It also has private roads that range from 10 m to 21 m wide that connect to the new public street and to Kennedy Road to provide additional access throughout the site. The subject lands provide two means of access to Kennedy Road (one from the public road and one from the private road) and one to Steeles Avenue East.

Just curious: with the Toronto condo market nosediving, who is going buy all these new units?
No one lol. Maybe doing a pivot to rental on the first buildings could get it started and then they hope the condo market recovers, but otherwise, like most projects rn, it's DoA.
 
Even in a dead market, developers pursue approvals so projects are ready to go when things get better.
