It is probably to avoid backlash and uncomfortable questions.

If Finch opens before Eglinton and Eglinton stays closed for an extended period longer it will raise questions about why that is happening. It will also likely mean someone gets fired.

By opening it in close succession, they can say they finished off a few last minute issues before opening it to the public. You can't say that if it is closed for a year or more after Finch opens.
“Metrolinx now has 118 vice presidents on the public payroll, and not one of them believes the public deserves to know what is going on inside Metrolinx's black box. This secrecy and disrespect cannot be tolerated,”

Which of 118 vice-presidents will be "fired"? With pension and benefits, of course.

It goes on to say. (highlighted by me) ... The head CEO of Metrolinx, Michael Lindsay, says Toronto’s long-delayed Eglinton Crosstown light-rail line could begin a final 30-day dress-rehearsal test this week – but he would still not commit to a concrete opening date.
Michael Lindsay isn't exactly college material but he's as good as any of the others at ML at deflecting and obfuscating. A couple weeks ago when asked why Line 6 might open before Line 5, despite beginning its construction later, he replied that that is because Line 6 "is more simpler" [than line 5].

Is it so much to ask that we have better-educated people heading our government agencies?

These days, it is very much too hard to ask for competent people.

I would be happy with competence!

“We aspire to start revenue service demonstration on Eglinton this week,” Mr. Lindsay said. “That’s the 30-day final test of system performance before we start to think about ramping up passenger service.”
I don't understand. Shouldn't the revenue demonstration be at the same frequency as that for the passenger service? Why would there be any ramping up AFTER the testing.

If anything, I'd think at least some of the testing should be at a higher frequency, and then they'd ramp it down for the scheduled service.

It is. But once the RSD is complete everything basically stops until the substantial completion certification is complete.

So after that what’s the next step that needs to be done before taking passengers?

Face it....nobody's getting fired for opening late.

"Start to think about"
"As early as"
