It's easier to evacuate a commercial building than a residential building in case of an emergency related to the gas lines. Also, if there's an emergency that compromises occupancy, no one will be left homeless if the building is commercial vs. residential. We still have to have good standards for housing even in a shortage situation.
You’re not wrong but the pipes have been there for a LONG time without issue. If they were unsafe it would be unacceptable to have anything built here IMHO but cheers!
 
Taken 27 January. I am looking forward to a finished sidewalk with street trees. 🌳 Btw the heritage building just to the east has been leased which is news to me.
