What's the construction method here? Is there a steel or wood internal frame component above the first storey? I see concrete at some of the (above first storey) external walls (and presumably the elevator shaft) but I think I see a steel frame between the units

Yes, everything below the first floor is concrete, then various other elements are concrete such as the elevator shaft. The rest of the structure is made from typical steel (where the loads require it) and then cold formed steel wall panels. CFS isn't the most common material but it's used with regularity in midrise construction.
