I suppose that is the case because one has to 'go there' rather than happen to 'be there' as the area is somewhat disconnected from the urban fabric. Most busy shopping areas in the city already have a critical mass of people passing through or living there to frequent the shops and give the commercial businesses the money supply to keep the businesses successful/afloat.
