It could fill in for Philly's west side, where there is poverty and streetcars (subway-surface lines).

Yes. I think the same thing is happening to the stretch of buildings on the North side of Queen across from CAMH. There should be a willful neglect hotline.

Apparently the property at 1000 is occupied (perhaps not entirely legally) at the back.

It's not like the developer is hiding anything: he bought some aging properties, and has boarded them up in anticipation of replacing them. All the City could do in response to a tip that they were being neglected is inspect to see that the buildings were properly boarded up.

I think they were actually initially boarded up at the behest of the city - there was trash accumulating in the doorway of #1002, for one thing.
