Looks more like a tunnel but at street level with 15 floors above it and 5 below.

From what I got told by their construction team, that's basically the case, but the portion of the project including the podium and tower along Jasper Ave isn't to begin construction until 2024 or so.

^^^^ Barring WWIII that is exactly right -- this tower and podium upon completion will lead directly into Phase II.
