I still don't understand any rationale for these zoning changes for the river valley. It is not like we should want to make it easier for 8 plexes to built there.

The previous zoning rules made good sense for protecting the river valley. The changes will make it easier to develop it by stealth, without the scrutiny having to put changes before council.
