Any idea what these are?

I could be wrong but I've seen them placed at Cherry House where the Trees are being planted. I suspect that they will fill in that space with dirt, then pave over it while leaving gaps for trees.

They used this exact same thing on the west side of Cherry House in the Canary District before they paved over it.
