All else equal it'll have to lower the resale market prices. If Mattamy can sell condos at a profit for sub-$825 psf (current resale condo price as per Condos.ca), buyers will flock to it.You do have to wonder what it will do to the resell condo market - if the 20% cost saving (nevermind for a bigger space) is transferred to the buyer.

It's not Stelumar, but when I went looking for a text version of the video you posted, I found this BNN Bloomberg article about a new factory opening in New Brunswick. That company, Ironwood Manufactured Homes, says they want to build hotels and dormitories with it.BNN Interview with more details:

A Vancouver-based start-up is building a 9-storey prefabricated apartment building in Etobicoke. The start-up, Intelligent City, is shipping the pieces out of its B.C. factory initially, but they intend for the Etobicoke building to serve as a demo to Toronto developers, and plan to open a second factory in Toronto.
From the description in the article, they are referring to 230 Royal York Rd (Here is the UT project forum).

I realized that this project at 1159 Bloor St W is also partially prefabricated, thanks to @rdaner. Here is the project thread.
ATCO has apparently already done some work in Toronto. According to their website, they built the components for the city's modular housing projects at 11 Macey Ave (project thread), and 321 Dovercourt Rd (project thread).This piece popped up on CBC a day ago - modular units by ATCO being installed in Calgary. Obviously tailored to fit a specific market as these are fully formed studio units. However preformed stackables are being built in other parts of north america that fit other models in singles or combinations. Certainly a method to address lower income issues with rentals or perhaps geared to income co-ops. These van be higher quality builds, in a factory setting, and there are companies in Ontario with experience in factory builds - tour Royal Homes one day in Wingham.
Some impetus from the political arena would be helpful, but that is much like pushing liquid manure around....you can draw your own inferences. They speak loudly of the housing crisis and yet.....?

Thank you for this input, i had forgotten these earlier postings. It appears that at least 2 of the 3 projects are completed after extended dialogue and tribunal proceedings to obtain zoning and other needed permissions. It may be early days but it would be interesting to see what feedback there is on the actual buildings and successes, issues, disappointments tied to their opening.ATCO has apparently already done some work in Toronto. The city has a few other sites in its modular housing initiative, but I can't tell if ATCO was involved with those sites. Those other sites are 540 Cedarvale Ave (project thread), 39 Dundalk Dr (project thread), and 175 Cummer Ave (project thread), with a few more sites in the pipeline I believe.
