^Very informative, thanks! And there is still no clarity on what was meant by MONEY on the owners part being a barrier as it isn’t brought up in the report and in fact conveys the opposite which needs to be what gets out.

This is important to get right as it is a very significant trend that allows increased utility of existing resources and there is still a lot of misunderstanding among the public.

Actually it is..........it's the last sentence of the last quoted paragraph.

Opening hours will be determined the nature and duration of any interim uses.

The interim uses will not be delivered by the City, but by interested third parties, who need to bring money to the table, as the City will use that money to fund opening hours.

The City has no budget to directly deliver any service here on which it cannot make a profit.

And I am glad to hear suggestions on use of the courtyard for events as that is an amazing space that very few people have had access to. I hope that it can be opened soon! How about a series of fund-raising parties! 🪩💃🕺

Meanwhile uses aren’t cheap, and they rarely happen for that reason. Why spend all this money for something temporary when there are other cheaper options for short-term occupation?

Even the cheapest ones run through immense hurdles. I doubt we will see much of anything at Old City Hall for that reason. It’s an old building, lots of hoops to jump through being a city owed building, high operating cost, and it’s not in the best condition. It’s going to need some deep pockets and someone with a lot of patience to be able to pull off a meanwhile use.

That said, short term, one-off events could be a possibility. But I wouldn’t call that a meanwhile use. That’s just a pop-up.
 
Not saying I want it to happen, in fact i would rather have it sit empty--but does the historical designation preclude building a condo, hotel or office tower above it? Would it even be possible without reducing the building to a shell?

Not sure how much historic protection it has, but it is technologically possible by only building in the courtyard, though it would probably prohibitively expensive (and will block my view of the clock tower so for that I would say no to it if ever proposed :cool:)

Thanks! I consider pop-ups as meanwhile uses but this entire activity is rapidly evolving. I will look to see if anyone has broken this down yet. Btw KWC has hired a Director of Meanwhile Uses!
