It's a permit for to continue operation of the temporary parking lot, as all parking lots in the core are trying to be brought into compliance before the end of this year (I believe). The new building is a ways away yet - needs GOA support.

Interesting that this is still in development review for more than 3 weeks, so I can imagine they're mulling it over.
 
They've had the parking lots north and south of the new pocket park fenced off for about two weeks. I saw some guys out there taking measurements last week, but other than that, I haven't really noticed any work being done.
