I should clarify I believe this is for existing parking lots. Under the new Temporary Parking use when it was passed, owners had 18 months to apply for a temporary parking lot permit and comply with the new rules. I think Norquest is just doing that.
While I would have preferred the existing building not be torn down here, at least Norquest seems to have a nice and more thought out long term plan here.

Given the current provincial financial situation, I thought it was a bit optimistic this would be moving ahead now. However, budgets happen every year and as we get closer to an election there may be interest in more capital projects again.
 
They should've known that would fail. Government and donors don't want to fund elderly care. That's why it died and they pivoted.
